I. Introduction

The Community Based Rehabilitation program works in 54 localities in the governorate of Jenin and Tubas since 1992 in partnership with the Palestinian Medical Relief Society and Patients’ Friends Society. Ever since the program has been established it has been able to reach all disabled persons in those communities through conducting home visit activities and other related interventions that are aiming at achieving full social integration of people with disabilities into their own communities.

During this period the program has been able to develop networks at the community level as well as at the regional level though which are instrumental in mobilizing community resources around the issue of disability at the same time serving as a vehicle in developing referral mechanisms.

One of the major interventions of the program is to bring about social change in the systems and culture that are obstructing the potentials of the disabled persons to actualize and realize their civil rights.

Palestinian Medical Relief Society is a leading national health organization working in the field of primary health care since 1979. It focuses on serving the disadvantaged and marginalized social groups and building models of health interventions that suit the local conditions.
